Weapons, ammunition, armoured vehicles and dual-use goods, with the classification, the licences and the escort settled before the transport is confirmed
Military transport · Europe
Weapons, ammunition, armoured vehicles and classified equipment do not fall under a single regime. Ammunition and explosives come under ADR Class 1, dual-use goods under export control rules, and classified equipment calls for its own security procedures. The first step is not choosing the truck, but establishing the regime the goods travel under.
As a freight forwarder, we coordinate every stage through our network of verified partners: classifying the goods, the licences and permits, the vehicle and the escort, the approved route and the delivery. We confirm no transport until the documentation is complete and validated.

What we cover
The permits, the people and the paperwork — all in place before loading.
We confirm the classification of the goods, the export licences and the screening of the parties involved before setting any route detail.
We obtain the transport permits and the approvals required in every country along the route, including where the cargo exceeds the size limits.
For ammunition and explosives we assign approved vehicles and drivers holding an ADR certificate for the class carried.
We coordinate the escort and, where the law requires it, police accompaniment, with the schedule and route set by the permit.
Where the requirements demand it, we coordinate chain-of-custody control and sealing procedures that reveal any interference.
We follow the transport from loading through to delivery, with updates to the agreed point of contact.
With this kind of cargo the order matters: the legal framework first, the logistics after.
How we work
Five stages, each with a checkpoint: if something is not confirmed, it stops before loading.
We establish the category, the applicable regime and, where relevant, the ADR class and the UN number.
We verify the export licences and obtain the permits for every country crossed.
We assign the vehicle and driver certified for that cargo and settle the approved route and the escort.
The cargo travels with its documents on board and monitoring along the whole route, with access to information kept restricted.
Handover at destination, including at military bases or facilities under special regime, with signed documents.
Every category has its own regime. Anything that falls under none of them we discuss separately, before any quote.
The specific challenge
With military cargo, delays do not come from traffic but from documents. A product classified wrongly, a licence that does not cover a transit country, or a screening of the parties done too late will stop the transport at the first check. That is why we verify the classification, the export licences and the approvals in advance, together with the client's compliance department, before confirming any route detail.
The framework we work within includes EU Regulation 2021/821 on dual-use items, national and European export control legislation, ADR for ammunition and explosives, and NATO technical standards where the project involves them. If something in the file is missing, the transport does not leave — that is cheaper than having it held at a border.
Regimes
The same shipment can hold goods under different regimes: a weapon component, its ammunition and a piece of classified electronics do not travel under the same rules.
We separate them at the quotation stage, so you know exactly what documents each one calls for and who provides them.

Frequently asked questions
With military cargo, the documents decide whether the transport leaves at all. Here is what matters.
It depends on the classification, but as a rule you need the export or transfer licence, the transport document with the entries the regime requires, the permits for every country crossed and, for ammunition and explosives, the driver's ADR certificate and the vehicle approval certificate. We prepare the file together with you, but the classification of the goods and the licences held in your name as exporter come from you.
Yes, under Class 1. That means a vehicle with an approval certificate, a driver with an ADR certificate for that class, tunnel codes that rule out certain routes, driving bans at weekends and on holidays, plus stops in dedicated parking areas. Above certain quantities an escort becomes compulsory as well.
These are goods with a civil use that can also serve military purposes — from electronic components to certain materials and software. They fall under EU Regulation 2021/821 and require a licence even when the cargo does not look military. We check the classification before setting the route, because a wrong one stops the transport at the first check.
We treat every contract with contractual discretion and operational security procedures: information about the cargo, the route and the schedule moves strictly on a need-to-know basis, and access is limited to the project team and the partners directly involved. Where the requirements demand it, we coordinate chain-of-custody control and sealing procedures.
Yes. Armoured vehicles and heavy military machinery frequently exceed the size or weight limits, so they fall under the abnormal load regime: a route survey, a special transport permit and an escort. We configure the trailer to the dimensions and the weight of the piece and verify access all the way to the final delivery point.
The actual lead time depends on the licences, the permits along the route and the availability of the right vehicles. You can contact us confidentially: a dedicated project manager takes the request from the first contact and prepares the quote once the classification of the goods and the compliance framework are clear.
Our team will get back to you in under 2 hours with a personalized quote — no bureaucracy.
